Read this guide first.
Quillmane is on 78 sec spawn cycle on TAKP. The above guide says 66 sec which is not accurate.
Quillmane and phs spawn roughly in the light blue area on the map below.
Ideally you will use a lvl 39+ ranger with 200 tracking parked in yellow star spot for best success (run him back towards there after every ph).
The ideal spot is the big hill south of splitpaw entrance at loc -4940, 1070.
Sometimes the ph can spawn outside tack range so you may need to Northeast or Southwest to try and find the right mob again.
Once you find the right ph, the mob should appear at top of your tracking list every 78 seconds.
PHs I encountered in about ~40 hours of cumulative farming were, in a very rough order from most common to least common: [list of phs updated Nov 2020]

I found it essential to use a player pet as an anchor because I encountered occasional respawns that would show up on top of the "normal" tracking list that weren't the ph, so I had to reset the tracking. I was only person killing in the zone.
Optimal farming method I found was to use two rangers with 200 tracking, one permanently parked on the hill to capture most of the spawns, and another ranger who runs NE or SW if the ph spawns outside the range. You can use a secondary druid instead of ranger. This secondary tracking class would track and kill the ph, and then make their way to back to the hill, while keeping the original tracking ranger on the hill all the time to catch the spawn in case the second char is far away and doesn't make it back in time. Third char would be a pet class to use as anchor (so the pet appears on top of tracking list, to make your 78 sec mob always appear above your pet). Druid is ideal again since it can track and summon a lowbie pet, and you can use SoE to run quicker, etc.
The Quillmane ph will roam around the whole zone, but at some point will always walk North -> South (or vice versa) straight through middle of splitpaw entrance. If you see a mob on the above list of phs walk North/South through paw, it could be Quillmane ph, or Grizzleknot ph. If you don't see any such mob, then a good way to start is to locate any "an_elephant" mobs in the zone and kill them, then check if a mob on the above ph list respawns exactly on 78 seconds within the light blue area. Then keep killing that ph and keep checking if it keeps respawning in the light blue area every 78 sec and is on the ph list, and so on. If it spawns elsewhere, or if you spawn another named, then find another ph and repeat the process.
If you are done hunting Quillmane, you could charm and shrink the ph and advertise it for others on the server forums to continue farming the cycle.
