To find Ziglark, zone into Skyshrine from the Wakening Lands zone line (or evac to it from inside CS). Go through the gate where the two golems are. At the T take a right. Go up the stairs and around into that room. Take a left and he should be in that room ahead of you. | |||

This key seems to not need you to hold it and press 'u' to activate the first time. Just click the firepot in the statue room and it should bind. The key that allows you to travel from Skyshrine to Cobalt Scar is the original one, not the one that you'll find when you search Allakhazam.
Essentially, find Ziglark Whisperwing in Skyshrine and say "I am worthy" to him and he will give you the Note to Wenglawks.
To find Ziglark, zone into Skyshrine from the Wakening Lands zone line (or evac to it from inside CS). Go through the gate where the two golems are. At the T take a right. Go up the stairs and around into that room. Take a left and he should be in that room ahead of you.
